Depends which beach you're visiting. In Sydney, I go to Bondi Beach so seeing as there are thousands of people on that beach and a couple of women may be topless, it's like 1%. If you visit Lady Bay it's around 99%, it's a nudist beach.

Most beaches have a topless end where women who want to go topless can do so with no problems. Bondi Beach certainly has a topless section. There are also legal nude beaches in or near most coastal cities and quite a few non-designated nude beaches. There are plenty of deserted or near deserted beaches in Australia. On those wear whatever you like, you are not bothering anyone and no-one will bother you.
That being said, most Australians are aware of the dangers of sun bathing and do not expose their bodies to the sun for long periods. Women wanting an all-over tan might only be topless for 20 minutes before putting on a shirt. If you want to walk down the beach looking at topless women, they are there but probably not as many as you would like. If you are a woman and want to take your top off, feel free to do so but be discreet and don't do it in family areas on the beach.

I don't know about a lot but they are there. I once looked through a Discover Insights Travel Guide dated 1983. Right on the front page was a panoramic of Bondi Beach. There were several topless women laid out on the beach in that picture. The picture was probably taken in 1982 so those women's daughters are sunbathing topless on that beach now. I was 10 at the time so it was a bit of a shock. In 2008 a conservative member of the Australian Parliament tried to ram a ban on topless sunbathing on Australian Beaches through Parliament. 95% of the population thought he was out of his mind, it went no where. Even the Mayor of Bondi who was a woman thought he was wasting to much time and energy on something that is essentially an accepted practice.

Warthog, Wattoman is right in what he says, there were was a beach that at one end was allowed for topless, but don't remember the name of that one. There is a nudist beach called Lady Jane, but if your a voyeur, you may get a surprise reception you didn't count on.
