In terms of public courses the best are Chatswood and North Ryde. Chatswood has an excellent club house as well!
Both are about 25 mins from the CBD (by car).

Moore Park Golf Club is the closest to the city. Its an A grade rated course and open to the public, although for non-members it can be hard to get a booking on the weekend. http://www.mooreparkgolf.com.au/welcome/index.mhtml
